Before becoming the arrogant tyrant he is today, Herr Freon was a lonely man living in his parent’s basement. General Counsel chose him to fill in for the last leader of Management after his untimely departure. Herr Freon still lives in his parent’s basement while trying to bring his reign down on Garden City.

Through his attempts of controlling Garden City he has cut services to the city; police, firemen, utilities, and even garbage collection. He has single handedly made the city a wasteland where his cronies “clean up.” His actions are what brought Gino to send in ToteMan to bring back Pride to this once great city.

Herr Freon has sent NinjaBoy away from Garden City and no one, not even NinjaBoy knows where he is.
